RUSSIA'S MIGRATION POLICY IN THE NORTH CAUCASUS AS A MEANS OF "STRENGTHENING RUSSIAN CULTURE AND CITIZENSHIP"
The article discusses the place and role of government migration policy in the processes of late Imperial Russification in the North Caucasus. During the penetration of the Russian Empire into the region, administrative and legal actions were closely intertwined with measures to colonize the local territories, which resulted not only in the economic development of the region, but also in a change in its socio-demographic background. The official measures taken to regulate migration flows to the Terek and Kuban regions were aimed at solving the primary state task - strengthening the Russian component in the population of the region in order to bring it closer to the rest of the state. The new settlers from Central Russia brought with them a powerful cultural and educational potential, which had a significant impact on the socio-economic development of the North Caucasus. At the same time, the special attention of the government and local administration to Russian immigrants, combined with a vague resettlement policy, aggravated the already acute land issue for the local population, which had already turned into a problem by the beginning of the XX century. an independent source of conflicts.
