Analysis of the state of public and state training in the Volga Military District shows that it, being an integral part of the educational process, has become one of the main agents of state policy in the troops.

This becomes especially important if we take into account that a third of the personnel of the 201st motorized rifle division of the district is engaged in performing combat tasks for the layered strengthening of border outposts on the Tajik-Afghan border, protecting a number of state and military facilities in the Republic of Tajikistan. In addition, the division is charged with carrying out a peacekeeping mission to maintain stability in this country and prevent the resumption of fratricidal war here. These tasks often have to be solved in an environment of an alien information field, when officers, warrant officers, sergeants and soldiers are exposed to extremist trends of Islamic ideology, and the receipt of Russian newspapers and magazines, unfortunately, is extremely limited, and they arrive very late. Broadcasts of Russian radio and TV programs are sometimes simply interrupted. Therefore, when organizing public and state training in the division, it is necessary to take into account not only the specifics of the tasks performed, the level of training of all categories of students, but also the socio-political, socio - economic situation in the area of deployment.

We must also take into account the fact that 100 percent of the division's soldiers and sergeants are contract servicemen. Most of them have passed through Abkhazia and Transdniestria, have experience of fighting in hot spots, and have visited Chechnya. Everything that is presented to them in the course of classes is perceived by them through the prism of this experience. Therefore, the information brought to this category of listeners should be rich, serious, and up-to-date.

It's not an easy task. Nevertheless, the division command managed to ensure a high level of organization of public and state training and its effective influence on the level of combat readiness, the state of law and order and military discipline in difficult conditions.

Thanks to the efforts of all categories of commanders, officers of educational structures and, first of all, the commander of the compound, Major General V. Orlov, a coherent system of public and state training was formed in the units of the division.

The main thing that is emphasized is the organization of the educational process itself. Despite the difficulties, the units of the division have achieved that training sessions with all categories of military personnel have become truly mandatory everywhere, and are conducted in exact accordance with the approved plans and schedules. Systematic approach, high attendance, clear organization, provision of educational and methodological materials, increasing the responsibility of officials for the final result - this is the basis on which the entire UCP system is based here.

Before each training period, standard training plans are adjusted to take into account the specifics and nature of the tasks being solved, the situation in the areas of deployment of division units, the degree of psychological and physical stress on personnel, and other factors. Their refinement and addition is carried out at the expense of the reserve of training time, the redistribution of hours between the topics of classes, changes in the forms and methods of their conduct. Once approved, the plans become mandatory for all parts of the division. So, on the same days and hours, on the same topics as in the points of permanent deployment, classes are held in units performing a combat mission on the Tajik-North Kazakhstan-Afghan border. Here, the main attention is paid to the formation of combat qualities in personnel: courage, determination, perseverance, the ability to endure hardships and hardships in the conditions of service on the border. Before going on combat duty, thematic plans are clarified, methodological materials and visual aids are prepared in advance. All this is thoroughly checked during inspections of the readiness of units and in the performance of assigned tasks.

Similarly, the UCP is carried out in places of permanent deployment. Weekly summing up of its organization results and monthly issuing of orders on its condition is mandatory. The experience of the best leaders of the UCP, such as Senior Lieutenant S. Serditov, Captain V. Kononenko, Captain S. Kabadeytsev, Major S. Kulakov, is popularized and implemented.

Practice shows that the most important condition for increasing the effectiveness of the UCP is a high level of training of group leaders. The command pays primary attention to the training of this category of educators, the formation of their practical skills in conducting classes. After all, the leaders of soldiers 'and sergeants' groups, as a rule, are young officers who have received certain theoretical knowledge at the school, but do not have the necessary methodological skills. It should also be taken into account that they are often excessively overloaded with their commanding duties and they simply do not have enough time to thoroughly prepare for the next meeting with listeners. Therefore, the efficiency of instructional and methodical classes conducted with them should be quite high. For this purpose, the most effective, in our opinion, form of training of UCP leaders is used. They are offered a prototype of the future lesson, carefully developed from a theoretical and methodological point of view, its model. At the same time, it demonstrates how to correctly present educational material in order to interest students, involve them in the creative process of understanding and assimilation of the proposed topic. A considerable contribution to this is made by the senior assistant to the head of the Department of educational work, Lieutenant Colonel S. Marchenko.

In modern conditions, the role of technical means of education has significantly increased. Their comprehensive use in conducting classes shows that students ' assimilation of the material becomes an order of magnitude higher. A great help not only in informing the personnel, but also in organizing the UCP was the creation of the TV studio of the compound in 1996. The divisional newspaper Soldat Rossii also makes a significant contribution. Along with covering the progress of the reform of the Armed Forces and other topical issues, it publishes methodological recommendations to help the heads of UCP groups. All this helps not only managers to better prepare for upcoming classes, but also students to better assimilate the material being studied.

It is well known that cultural institutions provide a huge amount of assistance in organizing public and state training. In this regard, we are trying to make greater use of our accumulated experience. The Garrison House of Officers and libraries of military units create appropriate funds, organize exhibitions of educational, methodical and non-fiction literature on the subject of the UCP, hold reading conferences, meetings with interesting people and other events that complement the training sessions. All this serves to increase the influence of public and state training on all aspects of the division's life.

Of course, there are a lot of unsolved problems. But the main thing is that public and state training becomes an effective form of education, helps the division's military personnel quickly understand current and urgent problems,orients them to successfully solve their tasks.
